The main objectives of holding the regional consultative meeting is to provide forecast updates based on the expected strengthening of El Niño, it's likely impacts and mitigation recommendations with relevant decision makers from the Member States and to share the status of preparedness by the Member States. Theme: “2015 El Niño impacts and lessons learned in the Greater Horn of Africa” Summary: GHACOF 42 is being organized at a time when the 2015 strong El Niño event over the equatorial Pacific Ocean is weakening and is anticipated to reach ENSO-neutral conditions during late spring or early summer 2016 according to forecast by NOAA. GHACOF 42 will bring together climate scientists, researchers, applications experts from critical socio-economic sectors, governmental and non-governmental organizations, decision-makers, scientists and civil society stakeholders among others. Several users’ specific workshops such as: Agriculture and Food Security; Water Resources; Disaster Risk Reduction; Health; Media will be organized alongside the forum. The forum will be preceded by a capacity building workshop for regional climate experts to be held at ICPAC from 15 to 20 February 2016.
Theme: Flood and drought management – challenges and needs at national level Description: The workshop is organised within the framework of the project, “Capacity Development in Geospatial Technology for Disaster Risk Reduction in the Horn of Africa”, implemented through partnership by ICPAC and UNOSAT. The project started in 2013, to support the establishment of a geospatial decision support system for the management of flood and drought risk in the region. This workshop aims to enhance participants understanding of the different practices in flood and drought management and to familiarise them with ICPAC’s new products (flood hazard map, live web-map and geoportal). It focuses on sharing experiences and lessons learned among ICPAC countries, with regards to flood and drought management.
The objectives of the meeting are two-fold:
- To understand better the enabling environment and practices on risk transfer and micro-insurance for resilience building and to develop an agreed course of action on its wider adoption in the HOA.
- To provide a platform for private sector companies and the public sector to interact, learn, network, and establish partnerships with each other on risk transfer and micro-insurance.
