ICPAC BACKGROUND
The IGAD Climate Prediction and Applications Centre ICPAC formerly known as the Nairobi Drought Monitoring Centre (DMCN) is a specialised Institution of IGAD established by the 8th summit of the IGAD Heads State and Government. Currently, ICPAC has a membership of ten countries: seven contracting members of IGAD namely Djibouti, Eritrea, Ethiopia, Kenya, Uganda, Somalia, Sudan, and three non-contracting members. Namely: Burundi, Rwanda and Tanzania.
The vision of ICPAC is to become a viable regional Centre of excellence in climate prediction and applications for environmental management, disaster risk reduction and sustainable development. ICPAC intends to achieve these through Institutional Development/Organization development; improved climate diagnostics, prediction and early warning; and enhanced use of climate information and products.
The mission of the Centre is provision of timely climate early warning information to enable the region to cope with various risks associated with extreme climate variability and change for poverty alleviation and sustainable development of the member countries.
The major priority that has been identified through the internal assessment of the Centre capacity include the need for Institutional Development / Institutional Organization (ID/OD) to move the institution from project status into a semi autonomous institution, as well as a revision of the existing strategic plan, and the development and implementation of business plan among others.
The World Meteorological Organization (WMO) has been the executing agency for ICPAC and its predecessor, the Nairobi Drought Monitoring Centre since the inception in 1989. WMO which is a specialized UN agency is composed of 185 member states, has a demonstrated track record of coordinating international, regional and national institutions on climate prediction and applications through its various scientific and technical programmes. WMO is currently implementing a project funded by USIAD/REDSO the transformation of ICPAC from project status to a semi-autonomous IGAD institution.
In this regard WMO in collaboration with IGAD and ICPAC is looking for a qualified and experienced person to fill the position of Deputy Director at ICPAC to assist in the Institutional Development / Institutional Organization (ID/OD) and related duties. The duties and responsibilities for the position are as follows:
DEPUTY DIRECTOR
Duties and Responsibilities
Under the supervision of the ICPAC Director, the Deputy Director will be responsible for the following duties and responsibilities:
(a) Development, implementation, and management of organizational systems including Finance, Administration, Procurement, Human Resources, etc.
(b) Provide leadership to ensure the smooth functioning of organizational systems
(c) Coordinates the revision of the strategic plan of ICPAC
(d) Development and implantation of the business plan of the centre
(e) Coordinates the process of consolidation of ICPAC’s role as a regional leader in climate prediction and applications for sustainable environmental management and disaster risk reduction.
(f) Coordinates public relations and advocacy activities of the centre
(g) Monitoring and evaluation of ICPAC performance
(h) Performing the duties of the Director whenever the Director is officially out of office.
Qualification requirements:
A post graduate qualification in economics or business administration with at least 7 years experience in senior management positions. Experience in technical or scientific organizations is an advantage.
