INDIVIDUAL SENIOR CLIMATE CHANGE FINANCE EXPERT

TO

Support and facilitate training in climate change finance, adaptation and mitigation

BACKGROUND

Climate action in developing countries depends on the mobilization and accessibility to financial resources. Climate finance is important for mitigation efforts, to reduce greenhouse gas emissions and also for adaptation, to support communities in adapting to climate change and reducing the adverse impacts of climate change on their communities.

Article 9 of the United Nations Framework Convention on Climate Change (UNFCCC) (1992) stipulates that developed country Parties shall provide financial resources to assist developing country Parties with respect to both mitigation and adaptation in continuation of their existing obligations under the Convention.

Several bilateral and multilateral financial (funding) mechanisms have been established to support developing countries in implementing their commitments under the UNFCCC and the related Kyoto Protocol and Paris Agreement. Despite the existence of various funding mechanisms, developing country parties benefit little due to several constraints including lack of awareness of the existence or functioning of funding mechanisms, and inadequate capacity to write targeted project proposals that meet their specific requirements.

Following recent institutional and human capacity needs assessment in IGAD member countries by the Project Technical Support Unit (PTSU), the capacity on development of bankable project proposal is still very low in the region.

It in this regard that ICPAC through the Strengthening the Resilience of the IGAD region to the adverse Impacts of Climate Change through effective Adaptation and Mitigation Actions (RICCAMA) project, with financial support from the EU under the Intra-ACP Global Climate Change Alliance Plus (GCCA+) Programme, is desirous of engaging the services of a consultant to support and facilitate capacity enhancement of relevant national staff on strategies to attract resources for climate change finance, adaptation and mitigation.

The areas intended to be covered in enhancement of capacity will include: -

  • Train staff from IGAD Member States in the preparation and formulation of bankable project proposals.
  • Review available multilateral and bilateral financial mechanisms (situation analysis) under the UNFCCC, the Kyoto protocol, the Paris Agreement and related climate change response initiatives.
  • Review the use of multilateral and bilateral funds for climate change-related projects and programmes at country levels in IGAD region.
  • Identify constraints in accessing and using climate finance and propose solutions/recommendations.

To achieve the above targets, a senior finance expert from the region with prudent climate change financial skills is therefore required to support in training prospective financial experts from the region. The consultant will help facilitate regional and national training ensuring that trainees are adequately trained and prepared in readiness for the development of bankable project proposals.

The objectives of the consultancy are:

(i) To identify funding sources available within the global climate finance architecture that is relevant for climate-related programmes and projects.

(ii) To provide an initial orientation to the available funds that may be relevant for financing climate-related programs and projects

(iii) Induce participants to climate related funding sources including background information, sectoral and regional focus, eligibility criteria, application deadlines (where known), contact details and online links for additional information.

(iv) Facilitate each nominated national committee to come up with atleast two bankable project proposal drafts

(v) Develop a resource guide/manual on climate financing for better access to current and future sources of climate funding.

(vi) Use Resource Guide to complement ongoing search for climate finance sources.

TYPE OF CONTRACT: One (1) home-based regional individual consultant.

Expected Outputs/Deliverables

The senior consultant is expected to:

(i) Atleast 20 participants from each IGAD member states trained on climate change finance

(ii) Document climate change finance training and resource guide

(iii) Atleast 2 bankable project proposal for each IGAD member state

(iv) Guide on development of bankable project proposals.

(v) Report of the training

DURATION OF THE ASSIGNMENT 

The assignment is for a fixed period of Forty-Five (45) working days spread in August to October 2022. 

PAYMENT: The consultancy fee will be commensurate with the qualification and experience of the successful candidate. Payment schedule will be based on the milestones and the deliverables of the assignment. 

LOCATION: Home-based. The consultant will be expected to work with project technical support staff and UNFCCC national focal points in Member States during the trainings. 

QUALIFICATIONS REQUIREMENTS FOR THE ASSIGNMENT: Emphasis is on the technical qualification and independence of the expert. Candidates should have the following basic and essential qualifications:

REQUIRED SKILLS, EXPERIENCE AND TECHNICAL CAPACITY

(i) Master’s Degree in Environmental management, environmental policy, financial management, environmental finance or relevant field is required;

(ii) At least ten (10) years working experience in environmental projects (national, international), preferably related environment, climate change, climate finance;

(iii) Proven experience of work with national government institutions;

(iv) Proven experience with international organizations;

(v) Fluent in the English-language (written and spoken) and proficiency in French will be an added advantage;

(vi) Have atleast 5 years’ experience in undertaking similar assignment at national, regional or global level

ELIGIBILITY:

Qualified and experienced consultants are invited to submit their CVs and related credentials. Interested Consultants must provide information indicating that they are qualified to perform the services. The selection shall be in accordance with IGAD Procurement Procedures. The Intergovernmental Authority on Development (IGAD) Climate Prediction and Application Centre (ICPAC) now invites interested and eligible consultant to submit Expressions of Interest for the above assignment.
