TO

Support and facilitate Training in climate change negotiations process for IGAD Member States’ roadmap to COP26 as well as strengthen IGAD Member States’ Climate Change Diplomacy and Negotiation skills.

BACKGROUND

Africa is vulnerable to climate change, not only because of its high exposure to climatic hazards, but also because many African communities lack the capacity to respond or adapt to the impacts of climate change. Warming trends have already become evident across the continent, and it is likely that the continent’s mean annual temperature change will exceed +2oC by 2100. In order to increase African voice on the global response to climate change, the African Union Assembly vide decision Assembly/AU/Dec. 236(XII) decided that African shall have a Common Position on Climate Change and negotiate as a block.

To ensure that the African Common Position reflects the unique characteristics of its sub-regions, it is imperative that the sub-regional groups review the issues under UNFCCC agenda and work with their respective Member States with a view of consolidating key issues that affect the subregion that must be incorporated in the African Common Position. This calls for building capacity of the experts from the subregion on how to identify and frame the key issues and how to package them to feed into the African Common Position. In the context of the upcoming twenty-six Conference of the Parties of the UNFCCC to be held in November 2021 in Glasgow, United Kingdom, IGAD) is desirous of consolidating its climate change negotiations approach and position, and enhance its negotiations capacity across the different levels of the climate change negotiation workstreams so as to ensure that critical issues relevant to the subregion are addressed.

In this regard, the IGAD, with financial support from the EU under the Intra-ACP Global Climate Change Alliance Plus (GCCA+) Programme, efforts in addressing the challenges of climate change in region is desirous of engaging the services of a consultant to support and facilitate IGAD Regional Negotiators Training on COP26 issues as well as strengthen IGAD Member States’ Climate Change Diplomacy and Negotiation skills.

TYPE OF CONTRACT: One (1) home-based regional individual consultant.

OVERALL OBJECTIVE: To enhance capacity and knowledge of IGAD and its Member States in the area of climate change negotiations process within the UNFCCC framework, in terms of leadership, climate diplomacy, international negotiation techniques to fight against global warming and global inequalities.

SPECIFIC OBJECTIVES OF THE ASSIGNMENT: To achieve this main purpose, the consultancy will focus on the following specific objectives: 

(i) To enhance negotiation skills and ways in which these skills can best be used to further the national objectives in the context of climate change negotiations

(ii) To improve the knowledge of participants in decision-making process so that they can engage effectively and translate its outcomes into national level implementation.

(iii) To prepare materials and facilitate IGAD Regional Negotiators’ Training workshop for Member States to prepare for COP26.

(iv) To strengthen the negotiators capacity to effectively advocate for and negotiate the integration of the IGAD’s Common Position on COP26 together with key issues within the AGN as well as in different UNFCCC negotiating workstreams at COP26.

(v) To facilitate the development of an IGAD agreed negotiations strategy and approach for COP 26.

(vi) To provide participants with knowledge on climate change and climate diplomacy

(vii) To promote dialogue among regional and national negotiators

EXPECTED DELIVERABLES

The consultant is expected to deliver:

  • Agenda and Resource Materials for the IGAD Regional Negotiators Training
  • Training Reports
  • Draft IGAD Regional Common Position on COP26 agenda items
  • A brief Action Plan for IGAD Member States engagement towards COP processes

DURATION OF THE ASSIGNMENT 

The assignment is for a fixed period of thirty (30) working days between June and August 2021. 

PAYMENT: The consultancy fee will be commensurate with the qualification and experience of the successful candidate. Payment schedule will be based on the milestones and the deliverables of the assignment. 

LOCATION: Home-based. Due to travel restrictions, the consultant will be expected to work with UNFCCC focal persons in Member States to obtain any required information. 

QUALIFICATIONS REQUIREMENTS FOR THE ASSIGNMENT: Emphasis is on the technical qualification and independence of the expert. Candidates should have the following basic and essential qualifications:

  • Master’s Degree from a recognized institution in any relevant field preferably with specialization in regional or international issues on Environment, Climate Change or other related qualifications.
  • At least eight (8) years of relevant hands on experience based training in international diplomacy, international negotiations, advocacy and lobbying
  • At least four (4) years of experience in global diplomacy issues, particularly climate change, including advisory, negotiations positions
  • Demonstrate a clear understanding of international climate change issues especially the Climate Change Negotiations processes as shaped by the Paris Agreement
  • Demonstrate experience in having participated in previous COPs
  • Ability to work remotely with team members in various locations.
  • High level written and oral communications skills in English. Working knowledge of French will be an added advantage.
  • Knowledge and understanding of IGAD or major donor policies and practice is desirable

Qualified and experienced national consultants are invited to submit their CVs and related credentials. Interested Consultants must provide information indicating that they are qualified to perform the services. The selection shall be in accordance with IGAD Procurement Procedures. The Intergovernmental Authority on Development (IGAD) Climate Prediction and Application Centre (ICPAC) now invites interested and eligible consultant to submit Expressions of Interest for the above assignment.
