1 Introduction and Context

The Intergovernmental Authority on Development (IGAD) is one of the Regional Economic Communities (RECs) of the African Union Commission. IGAD was initially established in 1986 as the Intergovernmental Authority on Drought and Development (IGADD) to coordinate the efforts of the Member States in combating drought and desertification and promoting efforts to mitigate the effects of drought. It was later revitalized in 1996 and expanded its mandate and renamed as Intergovernmental Authority on Development (IGAD). IGAD has various divisions and specialized institutions working to address the challenges in the region. The IGAD Climate Prediction and Applications Centre (ICPAC) is one of such specialized institution of IGAD mandated to provide climate services and applications including disaster risk management.

The IGAD region has been facing recurrent disasters, resulting from natural and human-made hazards, and due to multiple drivers. Key among the multiple hazards that evolve into disasters, are droughts, floods, landslides, epidemics and pandemics. Human-made hazards include: industrial/transport accidents, environmental pollution, crop and livestock pests, and earthquakes. These hazards have caused disasters of varying magnitudes in the past. Disasters still remain a serious development challenge for the IGAD region, destroying years of development efforts, squandering vast resource investments, perpetuating poverty, damaging infrastructure and the natural environment, impoverishing communities, and diverting national priorities and development resources to emergency management operations. Disasters displace millions of people every year in the IGAD region, perpetuating the cycle of poverty as displaced people lose their assets, homes and livelihoods and are unable to recover before the next disaster. Disasters also put additional pressure on the limited capacity of the national governments. Climate change and environmental degradation are contributors for the increase in frequency and intensity of hydro-meteorological hazards and identify the potential risks, including the risk of disaster displacement. It is therefore necessary to monitor and forecast key climatic, environmental and socio-economic parameters to be able to forecast the risks and thus support IGAD Member States to address these root causes of migration and disaster displacement in line with the recommendations under the Global Compact for Safe, Orderly and Regular Migration (GCM).

This position is advertised under the Migration Multi Partner Trust Fund (MPTF), Regional Joint

Programme titled ‘Addressing Drivers and Facilitating Safe, Orderly and Regular Migration in the Contexts of Disasters and Climate Change in the Intergovernmental Authority on Development (IGAD) Region’. The International Organization for Migration (IOM) - the UN Migration Agency is the convening agency for the Joint Programme and the Participating UN Organisations (PUNOs) are the International Labour Organization (ILO) - also the technical co-lead for the Joint Programme, the Platform on Disaster Displacement (PDD) under the United Nations Office for Project Services (UNOPS) and the United Nations High Commissioner for Refugees (UNHCR). The IGAD Migration Unit and the IGAD Climate Prediction and Application Centre (ICPAC) are the programme partners. The Regional Joint Programme is the first such programme to be funded under the MPTF and emphasizes the importance of multi-agency and multi-stakeholder implementation of the GCM.

The MPTF Regional Joint Programme seeks to contribute to facilitating pathways for regular migration in the IGAD region and minimizing displacement risk in the context of climate change, environmental degradation and disasters in line with the vision and guiding principles of the GCM. In particular, the joint programme aims to improve regional and national migration governance in the context of the adverse impacts of disasters, climate change and environmental degradation through different actions that each address the relevant objectives of the GCM and contribute to the implementation of other relevant international instruments, notably Target 10.7 under Sustainable Development Goal 10, the 2015 Paris Climate Change Agreement under the United Nation Framework Convention on Climate Change (UNFCCC) and the Sendai Framework for Disaster Risk Reduction 2015-2030.

2 Core Functions/Responsibilities

Under the overall supervision of IGAD and ICPAC and in collaboration with the PUNOs, the mobility analyst will be responsible for supporting the development of disaster displacement risk models and facilitating the integration of climate, environment and disaster-related data products to inform displacement risk profiles in the IGAD Region. The mobility analyst will report to the director of ICPAC and Director of Social Development division of IGAD through the Disaster Risk Management coordinator at ICPAC and Disaster Displacement advisor at IGAD.

The major responsibilities of the mobility analyst include:

2.1. Act as ICPAC Focal Point on human mobility in the context of disasters and climate change, including liaising with PUNOs of the Regional Joint Programme, national governments and counterparts from the IGAD Member States, and other technical partners in the region;

2.2. Prepare a plan of action for including human mobility within ICPAC and stakeholder coordination structures during and beyond the Regional Joint Programme;

2.3. Develop a monthly workplan that includes activities from the plan of action under 2.2, but also all activities under the wider MPTF joint programme, and against which the incumbent will also report on a regular basis.

2.4. Advance partnership of ICPAC/IGAD with different stakeholders working on disaster displacement risk monitoring and forecasting, climate, environment and migration;

2.5. In line with the plan of action, support the inclusion of human mobility challenges in the disaster displacement risk modelling activities under the Regional Joint Programme;

2.6. Lead the collection, aggregation and analysis of disaster displacement data in the IGAD region and integration in the ICPAC/IGAD geoportal as a base layer;

2.7. Support mapping of various hazards, as well as vulnerability and coping capacity of the population in the context of disaster displacement risks in the IGAD region;

2.8. Provide technical support in developing a disaster displacement risk model associated with climate, environment and other relevant parameters for the IGAD region, and support testing the model with the data collected in the real-world scenarios to validate its accuracy;

2.9. Support in presentations of the risk model in a country consultation workshops and contribute to policy discussions;

2.10. Integrate the displacement risk model outputs with short to medium range weather/climate forecasts and climate change scenarios for the IGAD region;

2.11. Support the development and implementation of a training curriculum in collaboration with ICPAC, PUNOs and the risk modelling agency under the Regional Joint Programme;

2.12. Support visibility of the project achievements and key findings on major platforms such as Greater Horn of Africa Climate outlook Forum, IGAD Scientific Conferences on Migration, other relevant platforms, technical working groups etc. in close coordination with the ICPAC/IGAD communication team.

2.13. Provide progress reports to the MPTF JP Technical Working Group, and in particular to IOM as the MPTF JP convenor.

3 Required Qualification

Advanced University degree (Masters and above) in Data Science, Spatial Modelling, Migration, Displacement, Disaster Risk Management or closely related disciplines and a strong knowledge in human mobility, humanitarian, and climate change aspects.

At least 7 years of experience in the areas of environmental system modelling and data analysis related to displacement and migration, climate-related hazard monitoring and forecasting, risk of disaster displacement and related areas.

• Proven experience in facilitating workshops and trainings for large, multi-stakeholder audiences.
• Proven ability in communicating complex ideas and concepts in the areas of displacement, migration and risk modelling in a clear, simple and accurate manner.
• Proven ability in translating technical concepts into recommendations for policy and programming.
• Proven experience in advancing partnerships and resource mobilisation.

5 Reporting

The mobility analysist will be under the overall supervision of the Directors of the IGAD Migration Program and ICPAC, while technical reporting will be to the Regional Disaster Risk Assessment Specialist at ICPAC and the Disaster Displacement Adviser at IGAD Migration Unit.

6 Language and Duration of the Assignment

For this assignment strong command of English is required, and French will have an added advantage.

This position is for the initial period of one year with the possibility for extension depending on performance and availability of funding.
