Strengthening Early Warning Systems for Anticipatory Action

Advancing resilience through machine learning, early warning systems and anticipatory action

The SEWAA–ACRIFI Programme is a regional initiative led by ICPAC in partnership with the World Food Programme (WFP) and National Meteorological and Hydrological Services (NMHSs) funded by Google and the Government of Denmark, to strengthen climate resilience, food security and disaster preparedness across Eastern Africa.

The programme combines artificial intelligence, climate services and anticipatory action to improve the way climate-related hazards are predicted, communicated and acted upon. By leveraging machine learning technologies, enhanced weather observations and innovative forecasting approaches, the programme supports the development of more accurate and actionable weather and climate forecasts that help governments, humanitarian agencies and communities prepare for extreme weather events before they occur.

The programme aims to strengthen the capacity of National Meteorological and Hydrological Services, enhance regional climate services, and support anticipatory action frameworks that enable timely and informed decision-making in the face of climate-related risks.

Our Areas of Work

Artificial Intelligence and Climate Innovation

The SEWAA & ACRIFI programme applies machine learning and artificial intelligence to improve weather and climate forecasting across Eastern Africa. By integrating innovative forecasting techniques and advanced technology, enhancing the accuracy, reliability and usability of climate information for decision-making and preparedness.

Climate Observation and Data Systems

The programme aims to strengthen weather observation networks, data management systems and digital infrastructure to improve the availability and quality of meteorological information. Enhanced data collection, storage and forecast verification processes to support the delivery of more accurate and actionable forecasts.

Climate Services and Early Warning Systems

The programme aims to enhance the generation, interpretation and dissemination of climate information and early warnings. Through improved forecasting methodologies and user-focused communication, this will enable governments, institutions and communities to better anticipate and respond to climate-related hazards.

Capacity Building, Partnerships and Resilience

The SEWAA & ACRIFI programme aims to strengthen the capacities of National Meteorological and Hydrological Services through technical support, training and knowledge exchange. It also promotes collaboration among regional and national partners to advance innovation, improve climate services and strengthen resilience across Eastern Africa

Countries of Implementation

This programme is implemented through partnerships with National Meteorological and Hydrological Services in Kenya, Ethiopia, Uganda and Rwanda, while contributing to improved climate services, anticipatory action and resilience-building efforts across the wider IGAD region.
