Name of project: Scaling Coordinated, multi-hazard and conflict-sensitive Anticipatory Action for Improved disaster preparedness and humanitarian response in the Greater Horn of Africa (SCALAA-GHA) Project

Assignment Title: Consulting Services to Support ICPAC in Undertaking a Regional Mapping and Baseline Survey of Anticipatory Action Initiatives in Eastern Africa Region.

  1. Intergovernmental Authority on Development (IGAD) has received financing from the World Food Programme (WFP) towards the cost of SCALAA-GHA Project and intends to apply part of the proceeds for consulting services.
  2. The consulting services (“Services”) include Supporting ICPAC in Consulting Services to Support ICPAC in Undertaking a Regional Mapping and Baseline Survey of Anticipatory Action Initiatives in Eastern Africa Region. The assignment is expected to take a period of six (6) calendar months from the date of contract commencement.

  4. IGAD Climate Prediction and Applications Centre (ICPAC) (the “Client”) through the Project Implementation Unit (PIU) of SCALAA-GHAA Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(a) Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in the field Disaster Risk Management, Climate Change Adaptation, Early Warning Systems and Anticipatory Actions or related fields for a period of 5 years

(b) Relevant experience: The firm shall demonstrate as having successfully executed and completed at least three (3) assignments of similar nature, complexity and in a similar operating environment in the last five (5) years. Details of similar assignments-Name and address of the client, scope, value, and period should be provided in the submitted Expression of Interest including enumeration of these similar past assignments.

(c) Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity and managerial capacity to undertake the assignment in the submitted company profile(s). Key Experts will not be evaluated at the shortlisting stage.

  1. The attention of interested Consultants is drawn to the IGAD Procurement Manual Revised on 20th May 2021.
  2. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  3. A Consultant will be selected in accordance with the Least Cost – Based (LCS) method set out in the Procurement Regulations.
