REQUEST FOR EXPRESSION OF INTEREST (REOI)-INDVIDUAL CONSULTANT

FOR

CONSULTANCY TO UPDATE IGAD REGIONAL CLIMATE CHANGE STRATEGY, DEVELOP ACTION AND RESOURCE MOBILIZATION PLANS

BACKGROUND:

The Intergovernmental Authority on Development (IGAD) Regional Climate Change Strategy (IRCCS) developed in 2016 was harmonized through coordinated regional approach to climate change adaptation and mitigation strategies across the IGAD region. The strategy was informed by consultations with a number of stakeholder groups and institutions and by a review of policy and other strategic documents on climate change in the region and member countries. The draft strategy was validated by Member States awaiting the approval by IGAD Council of Ministers. Once approved, IGAD and its Member States will have legal and political mandate to mobilize required resources for implementation of the strategy across the region. A dedicated campaign to create awareness of the strategy across stakeholder groups at regional and national level will be undertaken. This will be done through the presentation of the strategy’s objectives and expected outcomes in relevant fora; creating short messages about the strategy; and organizing a stakeholder workshop to facilitate engagement on critical and priority areas. Implementation of the strategy will require a substantial amount of funds to conduct training and capacity building workshops, strengthen relevant institutions and address climate change adaptation and mitigation through a regional approach to implementation of the Paris Agreement. The approved IRCCS will be key in the implementation of policies and strategies on climate change and disaster risk reduction priorities for the region. It will complement the work already defined under the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) and IGAD's 15-year regional strategy (2012-2027).

IGAD/ICPAC received a grant by the European Union (EU) through Strengthening the Resilience of the IGAD region to the adverse Impacts of Climate Change through effective Adaptation and Mitigation Actions (RICCAMA) project for the review and implementation of the strategy. The project is part of regional component of the Intra-ACP Global Climate Change Alliance Plus (GCCA+) Programme. IGAD/ICPAC therefore intends to apply part of the financing to this consultancy service.

OBJECTIVE OF THE CONSULTANCY:

The overall objectives of the consultancy is to review and develop implementation action plan (including resource mobilization plan) of IRCCS to be harmonized with existing regional and national policies and strategies responding to climate change adaptation and mitigation challenges.

IGAD/ICPAC is therefore seeking the services of an individual consultant to:

  • Review the IGAD Regional Climate Change Strategy (IRCCS) and relevant IGAD Member State’s climate change strategies and policies (including NDCs and NAPs) for harmonization
  • Identify a set of lessons learned and best practice both in mitigation and adaptation at regional and national levels (at least 1 per country and 1 per the region)
  • Update the IRCCS and align it with regional and national priority needs and strategic interventions
  • Present/report key findings, lessons identified, best practice and recommendations to the stakeholders during regional workshop (including GHACOF)
  • Develop the IRCCS stakeholder and resource mobilization plan, and action plan for implementation of the strategy

QUALIFICATIONS AND EXPERIENCE REQUIRED:

  • Master’s degree in either climate change adaptation and mitigation, environmental law and regional planning or related discipline
  • A minimum of 8 years hands-on experience in environment and climate change strategy development, having at least developed one climate change related strategy
  • Excellent knowledge of the international policies and tools in the area of climate change and related areas
  • Experience working with interdisciplinary teams across multiple countries and institutions.
  • Excellent skills and ability to articulate ideas in a clear and accurate manner including the ability to prepare reports and communicate effectively in English.
  • Good interpersonal skills and ability to establish and maintain effective working relationships and networks.
  • Knowledge through previous work experience in IGAD region will be an advantage.

Eligible Individual Consultants with the requisite experience are invited to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance to IGAD recruitment regulations.
