- Usual rainfall conditions observed in most parts of central Tanzania, most parts of Burundi, south-eastern and north-eastern Uganda, most parts of southern and northern Somalia, central Ethiopia, northern parts of South Sudan, and central and north-eastern Eritrea.
- Moderately dry to severely drier than usual conditions observed in most parts of Sudan, southern and south-western parts of South Sudan, southern and eastern parts of Ethiopia, southern and north-western Eritrea, central Somalia, western and north-western Uganda, most parts of Kenya, most parts of Rwanda, and north-eastern and some parts of central Tanzania.
