High-Level Ministerial Forum on El Niño Preparedness in the Horn of Africa
The Greater Horn of Africa is facing the possibility of a strong El Niño event during the October–December (OND) 2026 season, with an increased likelihood of enhanced rainfall and associated risks of intense rainfall and flooding across parts of the region.
The IGAD Regional High-Level Forum on El Niño Preparedness in the Horn of Africa, taking place from 15–17 September 2026 in Addis Ababa, Ethiopia, will provide a platform to translate the available climate and risk information into preparedness and anticipatory action.
The Forum will assess national and regional preparedness, identify priority risks and actions, strengthen cross-border coordination, and advance anticipatory financing. It will bring together ministers, government representatives, technical experts and partners to agree on actions needed to protect vulnerable communities, livelihoods and critical infrastructure ahead of the anticipated impacts.
The Forum will culminate in a Ministerial Segment, with the endorsement of the IGAD Ministerial Call to Action and the Regional Preparedness and Early Action Technical Report, strengthening collective action to move from forecast to action.
