On 21 January 2021, IGAD in partnership with the World Bank, FAO and the French Agency for Development (AFD) convened a high-level conference to reach consensus on a set of actionable recommendations around a desirable setting in Eastern Africa to monitor, prevent and respond to future Desert Locust (DL) outbreaks. The idea of a regional conference emerged as a way to take stock of current response (and remaining needs) and establish a mid-term strategic work plan targeting member states and regional institutions.

During the meeting, presentations were made on the Outcomes of the Regional DL Technical and Policy Meetings (IGAD), Current situation and Real Time Evaluation of DL Response (FAO), and assessments conducted by the World Bank and AFD on the desert locust.
