IGAD Member States on the Validation of the Draft Common Regional Framework on Climate, Peace and Security (CRF-CPS)
ICPAC Office, Ngong, Kenya, 13 October 2026
We, the representatives of the Member States of the Intergovernmental Authority on Development (IGAD), the Republic of Kenya, the Republic of Djibouti, the Federal Democratic Republic of Ethiopia, the Federal Republic of Somalia, the Republic of South Sudan, the Republic of the Sudan and the Republic of Uganda, met at the Validation Workshop of the CRF-CPS, held on 12 and 13 October 2026 at the IGAD Climate Prediction and Applications Centre (ICPAC) in Ngong, Kenya.
Recalling the endorsement of the IGAD Regional Climate Security Coordination Mechanism (RCSCM) by the Council of Ministers in November 2022 and by the Heads of State and Government in June 2023; the Joint Communiqué on Climate, Peace and Security in the Horn of Africa, adopted in Kwale, Kenya, in April 2026; and the establishment of the Community of Practice on Climate, Peace and Security for the Horn of Africa (CoP-CPS) in April 2026;
Recognising that the climate crisis acts as a risk multiplier in the IGAD region, affecting livelihoods, access to natural resources, human mobility and conflict dynamics, and that its impacts fall hardest on the most vulnerable, including migrants, women, youth, persons with disabilities and indigenous peoples;
Further recognising that climate and environmental action can act as a peace multiplier, enabling a more prosperous, secure and peaceful IGAD region;
Acknowledging the IGAD study Climate Security Governance in the IGAD Region: Policy Gaps, Challenges, and Strategic Priorities (2026) as the evidence base for the Framework;
Hereby:
- Validate the CRF-CPS as a sound basis for a shared, evidence-based regional approach to climate, peace and security, including its functions, objectives, governance arrangements, thematic priorities, enabling capacities, action plan and financing mechanism.
- Take note of the revisions proposed during the workshop and of the consolidated comment matrix capturing written inputs from Member States, CoP-CPS members and technical partners, in particular on the participation of local communities and civil society, climate mobility, and gender equality, disability and social inclusion.
- Support the finalisation of the CRF-CPS during Phase 5 of the development roadmap (October to November 2026), led by ICPAC in coordination with Member States and the CoP-CPS, to incorporate the agreed revisions into the final version.
- Commit to provide any additional national inputs through our respective focal points as required, and to facilitate the national consultations needed in preparation for endorsement.
- Look forward to the formal endorsement of the final CRF-CPS at a high-level ministerial event in Phase 6, as a means to strengthen integrated policies, coordination, joint action and the region’s unified voice on climate, peace and security.
- Express appreciation to ICPAC, the International Organisation for Migration (IOM) and the Life & Peace Institute (LPI) for organising the workshop, and to UN Women, civil society representatives and all CoP-CPS members for their contributions, and call on partners to support implementation of the Framework.
Adopted at Ngong, Kenya, on 13 October 2026.
