Mombasa Ministerial Declaration on Anticipatory Action, 2026
Ministers responsible for Disaster Risk Management and Humanitarian Affairs from IGAD Member States adopted the Mombasa Ministerial Declaration on Anticipatory Action on 30 October 2026, during the Second Eastern Africa Dialogue Platform on Anticipatory Action (EADP-2) in Mombasa, Kenya.
The Declaration reaffirms Member States’ commitment to institutionalising anticipatory action within national policies, strengthening early warning systems, enhancing regional coordination and securing sustainable financing to enable action before disasters strike.
Through the Declaration, Member States commit to shifting from reactive disaster response towards proactive, coordinated and locally led anticipatory action, including establishing national anticipatory action protocols for priority hazards by 2027.
