South Sudan continues to face recurrent and interconnected risks from floods, droughts, conflict and insecurity, displacement, disease outbreaks and economic shocks, increasingly compounded by climate change. There is a growing need to move from responding to crises after they occur to anticipating risks, communicating them and acting before impacts escalate.
The Juba Declaration on Institutionalisation of Anticipatory Action 2026 sets out a shared commitment to strengthen this shift by building the systems, partnerships and investments needed to Anticipate, Communicate and Act, from timely and reliable forecasts and agreed triggers, to clear and actionable warnings, and coordinated early action supported by timely pre-allocated financing.
At its core is a commitment to institutionalise Anticipatory Action within national and sub-national systems, strengthen government-led financing, place communities at the centre of action, and ensure stronger coordination, evidence and learning.
