Disasters are a yearly challenge for Member States of the Intergovernmental Authority on Development, and like all other African regions, the scale and impact of disasters is increasing, especially those associated with climate and weather-related phenomena. Provision of early warning that facilitates effective early action is one of the most important tools available to reduce the impact of these disasters – saving lives and livelihoods, protecting development gains and the environment. This IGAD Institutional and Operational Framework for Multi-Hazard Early Warning and Early Action sets out the IGAD response to these challenges, establishing robust arrangements for coordination of regional early warning and early action.
