Climate extremes continue to pose significant challenges to livelihoods, food security, and resilience in Kenya's arid and semi-arid lands. This baseline assessment examines the impacts of floods and droughts in Garissa and Tana River counties, while assessing the state of climate services and the gender and social dimensions that influence access to and use of early warning information.

The report provides evidence-based insights into climate risks, vulnerabilities, and gaps in climate service delivery, offering recommendations to strengthen inclusive, user-centred climate services that support informed decision-making and enhance resilience among vulnerable communities.
