Institutionalising Interoperable Multi-Hazard Anticipatory Action

Strengthening government-led anticipatory action

This programme operationalises and strengthens a risk-informed, interoperable, multi-hazard, government-led anticipatory action system across Somalia, Ethiopia, and Djibouti — the core of the Greater Horn of Africa risk corridor, where recurrent drought, floods, conflict, and displacement drive predictable humanitarian crises.

Implemented through a partnership between Action Against Hunger (ACF), the Intergovernmental Authority on Development (IGAD), national disaster risk management authorities, municipal actors, and local partners, the programme links regional risk analysis with national trigger governance, cross-border contingency planning, and urban preparedness in Djibouti Ville. It builds on and feeds into existing systems, reinforcing established coordination platforms rather than creating parallel ones.

Regional Anticipatory Action Framework Strengthened

The IGAD/ICPAC regional multi-hazard anticipatory action framework is strengthened through cross-border trigger matrices, validated Standard Operating Procedures (SOPs), tested pilot activations, and integration into national Disaster Risk Management (DRM) policies in Ethiopia, Somalia, and Djibouti, building on and complementing the SCALAA1 methodology.

Preparedness Capacities Strengthened in Conflict-Affected Cross-Border Areas

Multi-sectoral preparedness in conflict-affected and cross-border areas of Ethiopia and Somalia is reinforced through joint simulation exercises, piloting of SRSP and cash preparedness, community Early Warning Systems (EWS) linked to national DRM structures, and operational cross-border referral pathways, all validated within the IGAD/ICPAC anticipatory action system.

Urban Preparedness in Djibouti Ville Enhanced

Urban preparedness in Djibouti Ville is strengthened through inclusive DRR committees, multi-channel early warning systems, community-to-national alert linkages, municipal contingency planning for flood, heat, waste, and disease outbreak risks, and evacuation mapping.

Rapid-Onset Crisis Modifier Mechanism Operationalised

A pre-agreed, trigger-linked crisis modifier mechanism enables first assistance delivery within 48 hours of trigger confirmation, coordinated with all ECHO Crisis Modifier holders and building on preparedness systems established under Results 1, 2, and 3.
